Traffic signal requests to Chattanooga 311 met their deadline three times in four this summer, down from nearly every time a year earlier

Chattanooga 311 received 263 requests about traffic signals in July-September 2026.

Chattanooga 311 received 263 requests about traffic signals in July-September 2026. 196 of them (74.5%) were closed on or before the due date the city set. In July-September 2025 the figure was 262 of 267 (98.1%). The promised window did not shrink: a median 20 days from request to due date in 2026 and 19 in 2025. Among requests that have closed, the median time to close went from 1.9 days to 5.7. 75 of the 2026 requests (28.5%) took more than 20 days or are still open, against 5 (1.9%) a year earlier. If a request closed on its due date counts as late, the on-time shares are 71.5% and 97.8%. Four of the 2026 requests are open but not yet due, so the 2026 share can rise to at most 76.0%.

The slowdown built up over the summer. From April 2025 through May 2026 the monthly on-time share for signal requests stayed between 87.2% and 100%, and it was 97.1% in May 2026. It was 84.6% in June, 88.2% in July, 76.6% in August and 61.3% in September. Open signal requests went from 4 at the end of May 2026 to 99 on November 4, against 13 on the same date in 2025. 40 of the 99 are past their due date. October 2026 brought 132 signal requests, the most of any month since records in this file begin in April 2025 (the previous high was 117 in August 2025). 69 of them are still open, so October is left out of the comparison.

On-time shares were lower in all nine council districts, from 37.5% (District 3) to 88.5% (District 2) in 2026, against 90.0% to 100% in 2025; several districts had fewer than 20 requests. Other Traffic Engineering requests also slipped: street lane markings fell from 92 of 98 on time (93.9%) to 35 of 60 (58.3%), with 25 still open, and traffic signs from 95.7% to 86.6%. Street light requests, handled by Traffic Operations, held flat at 82.5% and 82.1%.

Since late 2025 the 311 system records closures as resolved or unresolved. 16 of the July-September 2026 signal requests were closed as unresolved and are counted as closed here. The new labels were already in use from January to May 2026, when monthly on-time shares ran from 91.7% to 98.5%, so the label change does not explain the summer drop. Closing dates were not unusually bunched: the ten busiest closing days held 39% of 2026 closures and 42% of 2025 closures. The dates show when a request was marked closed in 311, which may differ from when the signal was fixed. A signal request can be anything from a timing complaint to an outage, and the data does not say why requests slowed.
